Morgan Lowder
I am an Assistant Professor of American Politics and Public Administration at East Tennessee State University. Before joining the faculty at ETSU, I earned my PhD in political science from the University of South Carolina. I also hold a Master of Public Administration degree (MPA) from American University.
My research is centered on institutions and U.S. social welfare policy, with a focus on the social consequences of conditioning welfare benefits on labor market participation. The ways in which work-conditioned welfare policy, or workfare, generates benefits to employers is the current focus of my research.
I have presented my work at several academic conferences, including those held by the Southwest Political Science Association, the New England Political Science Association, the Southern Political Science Association, and the Midwestern Political Science Association.
